ASA CIRCULAR 49 OF 2020

PERMANENT OR TEMPORARY LICENSES NEEDED TO ASA EVENTS

Dear ASA Members,

ASA Circular 49 has bearing.

ASA Members must please keep in mind that ASA is still in a State of Disaster. ASA therefore have to act at all times according to COVID-19 regulations, as announced by the State President, or mandated Delegates, from time to time.ASA Members must please keep in mind that ASA is still in a State of Disaster. ASA therefore have to act at all times according to COVID-19 regulations, as announced by the State President, or mandated Delegates, from time to time.

To avoid ASA been compromised, ASA expect the Provincial Leadership to enforce the rules for each and every event/race that has been approved.

The training and deployment of COVID-19 Compliant Officers is key to the successful implementation of the rules and regulations.

No provincial approved events/race will take place without the ASA Province submitting the names of Compliance Officers to the ASA office. The list of Technical Officials to officiate at each race must also be submitted National Office, via the Provincial Office, before the race or event.

After the event/race, all organizers, via the provincial offices, must submit the list of all participants to ASA within 72 hours of the race. The list must be accompanied by a report covering the compliance areas. This must be signed by the President and the Chairperson of the Commission that was involved in the organization of the event or race.

Distinction between Compliance Officers and Referees/Technical Officials must be made. The role and responsibility of Technical Officials is totally different from that of Compliance Officers and must be separated all the time.

Lastly, Compliance Officers must be people within an Age Range that is not compromised in terms of COVID-19 regulations. People with preconditions must not be used either as (CO) or (TO) during the Alert Level 1.

Lastly, ASA consulted with the COVID-19 National Compliance Office, and with the above in mind, it was agreed that both ASA Permanent and Temporary licenses will be allowed for athletes to enter an event/race, on condition that all entries take place at least 48 hours before the start of the event/race, and the number of participants do not exceed 500. The latter are subject to the ruling of the Compliance Officer of the event/race.

Athletics greetings
