Objectives

OBJECTIVES

In the pursuit of the mission, the following objectives are regarded as basic cornerstones of the program guiding the activities of AGW:

  • To establish friendly and loyal cooperation between all members for the benefit of athletics, efficient and effective administration, harmonious coexistence and cooperation amongst members and to promote the best interest of athletes and athletics in the GRIQUALAND WEST.
  • The maintenance and extension of a system of clubs/schools and provincial associations throughout GRIQUALAND WEST open to membership by all members of the population and allowing access to registration, participation, coaching and services of AGW to all members of the community who wish to participate in athletics.
  • The continual striving to ensure that no form of discrimination, be it based on race, ethnicity, religion, politics, gender or otherwise, be permitted in athletics and to take all practicable measures to prevent such discrimination.
  • The compilation and maintenance of the rules and regulations governing athletics in accordance with ASA and with the relevant clubs/schools of this constitution.
  • The training of athletics officials by the promotion of theoretical and practical courses and examinations accessible to all interested parties and leading to registration as qualified officials, such training to be aimed at ensuring the availability of officials for all authorized athletics meetings.
  • The training of aspirant coaches in the principles and methodology OD coaching and the organisation of refresher and advanced courses for qualified coached and leading to registration as qualified coaches. Such training to be aimed at ensuring the availability of coaches for the benefit of all athletes.
  • The co-ordination of athletics in the GRIQUALAND WEST with regard to, inter alia:
    • The awarding of provincial colours.
    • External liaison and affiliation to the NSC, (Sport Commission), ASA and any other relevant organisations, internal or external.
    • Licensing of athletes this must be done by clubs/school after they buy the license form AGW
    • The monitoring of athletics at all levels.
    • The determination of all provincial fixtures, as well as bidding for national meetings.
    • The determination of the areas of jurisdiction of the club/school members.
    • Development programs.
    • Any other relevant matters.
  • The maintenance of the rules affecting the amateur status of athletes and the eligibility of athletes to compete at athletics meetings.
  • The overseeing of provincial and national athletics activities, sanctioning of provincial, national and international athletics competitions held in the GRIQUALAND WEST and the sourcing of the sponsorship for teams to national athletics competitions held inside South Africa.
  • The Promotion of a spirit of dedication to the basic principles of fair competition in all respect, including the right of every athlete strive to achieved provincial and national titles and colours without being disadvantaged by administrative constraints, rulings otherwise.
  • The Promotion of athletics meetings and competitions through its members so as to ensure ample and equal access to competition by all athletes from all recognised age groups in accordance with the mission and objectives of AGW and ASA.
  • The careful consideration of the total environment of athletes under its jurisdiction and the addressing of those factors considered to be detrimental to them with all means at its disposal, including strong representations to the appropriate agencies.
  • The promotion of the inter-provincial competitions and participation at all levels so as to provide incentives to motivate athletes to achieve their full potential.
  • The identification of local requirements with regards to facilities for training and the promotion of the provision of such facilities through representation to the appropriate authorities and other interested parties.
  • Participation to the full in the affairs of the provincial, national and international governing bodies of athletics and their affiliated associations.
  • To strive for the total and complete unification of athletics at all levels.
  • To enforce the IAAF and ASA`s Doping control Regulations by:
    •  Conducting Out-of-Competition doping control and to submit a report of this control to ASA
    • Complying with the IAAF and ASA requirements to conduct doping control at ASA`s National Championships, AGW Championships or any similar meeting, and.
    • Complying with the IAAF and ASA`s requirements to conduct out of Competition testing on AGW athletes.
  • To ensure that more athletics events are taken to disadvantaged communities, more especially the rural areas.
  • To make athletics accessible in terms of facilities, events coaching, officiating, administration etc., to all the people of GRIQUALAND WEST, irrespective of gender, colour religion or geographic location both for purposes of recreation and excellence.
  • The development of the sport to the highest levels of excellence.
  • To embrace the following further objective, namely;-
    • To achieve all the objectives set out this Constitution.
    • To eradicate the imbalances of the past by putting a special focus on
    • Making the sport of athletics easily and more accessible to: The disadvantaged people in GRIQUALAND WEST.
      • Woman and;
      • The people with disability.
      • To make athletics easily and more accessible, for purpose of recreation and excellence, provincially, nationally and internationally to all the people of GRIQUALAND WEST, without any form of discrimination whatsoever
      • To provide quality entertainment to the athletics fraternity and the public at large, through athletics;
      • To make athletics the number one sport in the GRIQUALAND WEST
    • To uphold the followings values, namely:-
      • All the individual rights as enshrined in the South African Constitution:
      • To administer AGW as a business which is:-
      • Highly Professional;
      • Financially sound;
      • Accountable to its members,
      • User-friendly to the athletics family and the public at large,
      • Honesty and respect for the individual

MEANS OF ACHIEVING OBJECTIVES

The objectives of AGW will be achieved by inter alia:

  • Affiliation with the NSC, (Sports, Commission), ASA or any other relevant organisation as may become necessary.
  • The acquisition, encumbrance or disposal of such movable or immovable property as may be required to achieve its aims and objectives.
  • Taking all steps and following all procedures, which are lawful and compatible with the aims and objectives of AGW.
  • Raising funds for any purpose, which may be deemed necessary.
  • Prescribing uniforms rules and regulations for the administration, control and protection of athletics in GRIQUALAND WEST.
  • Requiring compliance with the provisions of this constitution and with the rules and regulations issued in terms thereof.
  • Co-ordinating and ratifying the selection of athletes to represent the GRIQUALAND WEST in South Africa.
  • Hearing and pronouncing upon appeals against the decisions of members in connection with the licensing of or the disciplinary action taken against athletes or members serving on substructures under their jurisdiction.
  • Providing for the keeping of official lists of records of all athletics performances.
  • Ensuring that annual provincial championship meetings are held.
  • Co-ordinating the nature, award and protection of official colours.
  • Keeping, savings and investing the assets and funds of AGW and tendering any share of it as security where it may be required in promoting its aims and objectives.
  • Subjects to the provisions of clause 3.2.17
    • To ensure that doping does not take place in athletics by means of the compulsory conducting of out-of-competition doping control.
    • To ensure that doping control is conducted at any event held within the jurisdiction of AGW.
    • To ensure that out-of-competition testing (including challenge testing) is conducted on any licensed AGW athlete.
  • Engaging in any other activity, which may assist in achieving the aims and objectives of AGW?
  • Granting the provincial office the responsibility to register license to clubs within the jurisdiction area, on behalf of AGW.
  • The provincial members will have first claim on registered athletes to participate as provincial athletes in national championships.
  • No registered athlete will be allowed to participate in any competitions not approved by AGW, ASA or any of its Members.
  • No unregistered athlete will be allowed to participate in any competitions that are approved by AGW or ASA or which are held under the auspices of AGW or ASA or any of its Provincial Members or its Associated Members.
  • Every athlete licensed under AGW or any of AGW`s Associate Members shall be bound by all the rules, regulations and provisions of this Constitution.
